Al-Maliki was born in forty-eight, nine hundred and thousand births, and worked in a number of Arab and international institutions and organizations in a number of Arab countries and in the United States of America, he received a degree in economic sciences in 1971 and master's and doctorate in 1979. In 1986, he received a PhD from the University of Minnesota, USA.
After graduating, he worked as a teacher, assistant professor and then a professor at the Faculty of Economic Sciences at the Universities of Damascus and Aleppo. He also worked for ten years as head of the economic, social and statistical administration in ACSAD, one of the Arab League organizations. He worked as a professor and expert in training in the fields of management, scientific research, computer and information for five years at the Institute of Administrative Development in the UAE.
Dr. Al-Maliki has trained and authored several training packages and undergraduate and postgraduate courses in the fields of management, economic and social statistics, mathematics, experimental design, biostatistics, science and technology statistics, econometrics, scientific research, computer and quantitative analysis. It has also designed and implemented more than 200 training programs in the above mentioned areas
Dr. Al-Maliki contributed to the establishment of a number of training centers and the preparation of plans and training curricula for some of them, including:
· Computer labs in the Institute of Administrative Development in the United Arab Emirates in 1992.
· Training Center of Ajman University College of Science and Technology in 1993.
. Training Center in the Department of Organization and Administration in the Emirate of Abu Dhabi (the development of the first training plan for the Department) in 1993.
· Middle East Center for Administrative and Economic Training (ECOMAN) in Abu Dhabi in 1996.
· International Center for Training and Development in Abu Dhabi (Development of Management Training Plans, Arabic Section), Design, Management and Supervision, (1999-2002).
Al-Maliki has prepared more than one hundred studies and researches in the fields of training, economic and social fields and manpower. He supervised more than one hundred and seventy-five researches in the same fields and carried out a large number of training programs in the UAE and a number of Arab and Gulf countries and many consulting and projects in the administrative fields. And statistical.
Dr. Al-Maliki has also commissioned by a number of UN and Arab League organizations many technical and advisory missions for the GCC countries and most other Arab countries from these organizations:

He also participated and contributed to the activities of about fifty scientific conferences at the Arab and regional level and about forty workshops in some universities of the United States of America, and was a permanent member of the meetings of the Technical Committee and the Permanent Sub-Statistical Committee of the League of Arab States and the Council of Arab Economic Unity and a member of the Supreme Committee For the development program in the Emirate of Abu Dhabi.
He also participated and contributed to the activities of about fifty scientific conferences at the Arab and regional level and about forty workshops in some of the universities of the United States of America.
He was a permanent member of the meetings of the Technical Committee and the Permanent Sub-Statistical Committee of the League of Arab States and the Council of Arab Economic Unity.

Dr. Al-Maliki recently designed and supervised the implementation of a number of economic / social surveys at the regional and national level, the most important of which were: Economic and Social Survey of Al-Hammad, a common border area between Syria, Jordan, Saudi Arabia and Iraq, including the Survey of Water Reclamation and Combating Desertification. For all Arab countries.
In addition to designing four national socio-economic surveys for the Emirate of Abu Dhabi and supervising their implementation and extracting their results and indicators, namely:

Dr. Al-Maliki recently designed and implemented a large number of training programs and management consultancy at the regional and national level, under the umbrella of Al-Maliki Group for Training and Development, which includes the following training and development centers:
